I think you might have a conflict somewhere. Have you resolved this yet?

Both have a phishing filter built in and you cannot run two at once so if you prefer norton then – click tools in the upper right of your screen – internet options – click the advanced tab – then disable the phishing filter .
Alternatively disable the norton one .

If your using Vista this could be a conflict between Norton & windows defender.
What happens if you turn off windows defender ?

Right click on a blank part of your tool bar and point on show component then click on Norton.

Which versions of IE and Norton are you using?
